About this position

The University of Oulu, a leading multidisciplinary and international research university in Finland, invites applications for a Doctoral Researcher position in Information Systems as part of the Infotech Spearhead project on EU AI Act Regulatory Sandboxes. The successful candidate will join the INTERACT Research Group at the Faculty of Information Technology and Electrical Engineering (ITEE), which specializes in Information Systems and Human-Computer Interaction. This three-year doctoral project is funded by Infotech and focuses on the design, governance, and evaluation of regulatory sandboxes mandated by the EU Artificial Intelligence Act (AI Act).

Regulatory sandboxes are experimental environments for testing AI systems under regulatory oversight, with every EU member state required to establish at least one by August 2026. The project will explore sociotechnical imaginaries, institutional theory, evidence-based practice, and role theory to develop actionable guidelines and policy briefs for policymakers, industry, and civil society. Research activities may include conducting interviews with Finnish and EU stakeholders, developing and testing design prototypes, and contributing to the operations of actual regulatory sandboxes. The doctoral researcher will collaborate closely with the AI-REG project and participate in the vibrant academic community at INTERACT.

Eligibility requires a Master’s degree in Information Systems or a related discipline, completed before the start date. Candidates should demonstrate expertise or strong interest in AI, policy/regulation, and sociotechnical perspectives, as well as familiarity with qualitative research methods, especially interview-based research. Fluency in English, independent work skills, and openness to multidisciplinary approaches are essential. Additional assets include Finnish language skills, experience with EU regulations (especially the AI Act), programming or data analytics skills, design research or prototype development experience, survey research skills, and an interest in philosophy of science. Applicants must also meet the requirements of the University of Oulu Graduate School (UniOGS).

The position is full-time and fixed-term for three years, starting on 1 February 2026 or as soon as possible thereafter. The starting gross salary is approximately €2,600–€2,800 per month (before taxes), with a performance-based component of up to 50% of the job-specific salary. A six-month trial period applies.
