Public Service Transformation, Digitalization and the Future of Work in Local Government (ESRC Centre for Digital Futures at Work PhD Studentship)

The ESRC Centre for Digital Futures at Work (Digit) at the University of Sussex Business School is offering a fully funded PhD studentship focused on 'Public Service Transformation, Digitalization and the Future of Work in Local Government.' This opportunity is part of the Management PhD programme and is supported by the South East Doctoral Training Arc (SEDarc), providing access to expert supervision and advanced research training. The project aims to investigate how digital technologies and AI are reshaping work and service delivery in UK local government. Candidates will explore the transformation of public services, focusing on digital and AI skills, the shift towards preventative and person-centred services, and the evolving careers and experiences of local government employees. Research themes may include digital and AI skills needs across functions, the design and impact of person-centred, preventative public work, and comparative analysis of service areas undergoing major digital transformation such as housing, planning, and waste management. Applicants are encouraged to develop their own research focus within these themes, engaging with local authorities and participating organizations. The studentship is open to both UK and international students, with full tuition fees covered for up to four years and a stipend equivalent to the UKRI doctoral stipend (£21,383 for 2026/27) per annum. The PhD can be pursued full-time or part-time, with adjustments to funding as needed. Eligibility requirements include a minimum of a 2.1 undergraduate honours degree (or non-UK equivalent), ideally a Master's degree in a related subject with at least a merit mark (60%), and proof of English language proficiency. A strong understanding of the UK local government context and relevant work experience are highly desirable.
