The PhD Programme in Governance at the Hertie School in Berlin offers doctoral candidates the opportunity to conduct research in the social sciences within an international and multidisciplinary environment. Applicants must hold an exceptionally strong Master's degree (or equivalent) in political science, economics, law, sociology, data science, public administration, management, or related fields, completed before enrolment. English is the language of instruction and communication; proficiency must be demonstrated via recognised tests unless the applicant is a native speaker or has completed a degree at an English-language university. No German language requirement applies.

The Hertie School does not charge tuition fees for its doctoral programmes, but a semester fee of approximately 300 EUR covers public transportation and mandatory contributions. Funding opportunities include competitive three-year scholarships of 1,450 EUR per month plus a health insurance contribution of up to 200 EUR. External funding and research associate positions are also possible.

PhD researchers have access to career advisory services, workshops, and events, as well as support for international students including visa assistance, welcome events, and a buddy programme.
