English is the language of instruction and communication; proficiency must be demonstrated via recognised tests unless the applicant is a native speaker or has completed a degree at an English-language university. No German language requirement applies.

The Hertie School does not charge tuition fees for its doctoral programmes, but a semester fee of approximately 300 EUR covers public transportation and mandatory contributions. Funding opportunities include competitive three-year scholarships of 1,450 EUR per month plus a health insurance contribution of up to 200 EUR. External funding and research associate positions are also possible.

PhD researchers have access to career advisory services, workshops, and events, as well as support for international students including visa assistance, welcome events, and a buddy programme. Accommodation information and support are available through the International Office and Student Life Team. The Hertie School is centrally located, offering easy access to Berlin’s cultural, academic, and historic sites, and is surrounded by forests and lakes for leisure activities.

Accepted English tests include Cambridge ESOL CPE (C), CAE (B), IELTS (overall score at least 7.0 and writing score at least 7.0), and TOEFL (PBT 600, CBT 250, iBT 100). Proof of German proficiency is not required.
