PhD Position: Creating Mutual Understanding Among Stakeholders in Public Administration (0.8 - 1.0 fte) Leiden University in Netherlands

Leiden University’s Institute of Public Administration invites applications for a fully funded PhD position focused on fostering mutual understanding among stakeholders in public service delivery and policy. This four-year project, part of the ECCO consortium (Empowering Citizen COllectives in societal transitions), aims to bridge gaps between citizen collectives, local governments, and non-participants, addressing power imbalances and communication breakdowns in public-private partnerships.

The research will employ a mixed-methods approach, including Q-methodology, focus groups, interviews, and observations, to uncover the drivers and barriers to effective collaboration. A unique aspect of the project is the development of a serious game designed to facilitate cooperation among diverse actors. The successful candidate will actively engage with the ECCO consortium, collaborate with senior researchers, fellow PhD students, and stakeholders, and contribute to both academic publications and practical outcomes.

The Institute of Public Administration, part of the Faculty of Governance and Global Affairs (FGGA), is renowned for its interdisciplinary research and teaching, with strong connections to governance institutions in The Hague. Applicants should possess a Master’s degree in public administration, political science, or political sociology, with demonstrated experience in academic and qualitative research methods. Near-native proficiency in Dutch and English is required, reflecting the local context and international communication of the research. The PhD contract is for 38 hours per week (1.0 fte), initially for one year with the possibility of extension for three additional years upon positive evaluation. The salary ranges from €3059 to €3881 gross per month, complemented by holiday and end-of-year bonuses, a pension scheme, full reimbursement of public transport commuting costs, flexible working hours, and generous leave options.
