About this position

The Natural Resources Institute Finland (Luke) is offering a fixed-term PhD position for a Doctoral Researcher in environmental economics, focusing on performance-based policy instruments for cost-efficient reduction of nutrient loading. The research will involve developing and applying analytical and numerical models to address nutrient cycling (nitrogen and phosphorus) within the economic optimisation of agricultural production, considering both firm-level and societal regulatory perspectives. The position aims to analyse the effectiveness of existing performance-based policy instruments and to develop new, results-oriented environmental policy approaches for managing agricultural nutrient flows.

This doctoral research is partly linked to the GREENHOOD project, funded by the EU Horizon Europe programme, which examines nutrient recycling, reduction of environmental impacts from agriculture, and circular economy solutions from regional and societal perspectives. The research will focus on a Finnish case study (the Archipelago Sea catchment area), but the dissertation can be developed more broadly as an environmental economic analysis of performance-based policy and operational models. The Doctoral Researcher will participate in preparing scientific articles and research supporting policy design, with flexible working hours and partial remote work possible within Finland.

The initial employment contract is for two years, with the aim of enabling continuation of doctoral research through complementary funding. The role may include participation in preparing continuation funding and research funding applications, supported by senior researchers. Applicants are expected to apply for the right to pursue doctoral studies at a suitable university unless they already hold an active doctoral study right. Luke supports the establishment of doctoral supervision arrangements in cooperation with university partners.

Applicants must have a relevant Master’s degree in economics, environmental and natural resource economics, agricultural economics, industrial engineering and management, systems analysis, or a closely related field. Strong skills in mathematical modelling and quantitative analysis are required, along with interest in environmental policy, agricultural nutrient loading, and performance-based policy instruments. Fluent English is mandatory. Programming experience (Python, Matlab, GAMS, Julia), studies in environmental economics/agricultural economics/nutrient cycling, experience with optimisation models, systems analysis, policy evaluation, familiarity with EU agricultural policy or research projects, scientific writing, stakeholder engagement, and fluent Finnish are considered advantages.

Applicants must submit a CV (including contact details of 1–2 referees), motivation letter, transcript of academic records, possible publications or scientific work samples (including theses), and optionally a description of a research idea. The position is at complexity level 6–7 in Luke's salary system, with a position-specific salary of EUR 3014.85–3239.88 per month, plus a personal performance component (max. 50% of base salary, typically 15–20%). Additional benefits include lunch, sports, culture, and commuting support. The mobile work model allows work in the most appropriate location within Finland, with flexible hours and long vacations as employment continues.
