PhD Studentship in Accountability and Governance in UK Prison Systems (Accounting, Law, Governance) The Open University in United Kingdom

The Open University, Faculty of Business and Law, is offering a PhD studentship focused on accountability and governance in UK prison systems. This research opportunity addresses recent high-profile failures in prisoner release and aims to investigate how accountability structures function or fail within the UK prison context. The project will explore the engagement of multiple actors, including prison staff, healthcare teams, probation officers, NGOs, oversight bodies, and families, and will examine the role of governance, technology (including AI), and operational pressures in promoting transparency and safety.

Drawing on critical accounting, public governance, and sociological theories, the research will analyze systemic failures and opportunities for reform. Potential research questions include the effectiveness of current accountability structures, the impact of visibility on prison management, the role of governance in strengthening accountability, and the influence of institutional, cultural, and structural factors. The project also considers the barriers and enablers in resource-constrained settings and the role of AI in accountability processes.

Methodologically, the project will involve document analysis (policy documents, inspection and incident reports), case studies of 2–3 UK prisons, and semi-structured interviews with 20–40 participants from various stakeholder groups. Ethical approval and GDPR compliance are required, and alternative data sources may be used if direct prison access is limited.

Supervision will be provided by Dr Anwar Halari (expert in accountability, sustainability, and social/environmental impacts) and Prof Hugh McFaul (specialist in law and governance in public sector contexts). Candidates should have a strong interest in accounting research, prior qualitative research experience, and a focus on accountability, transparency, and governance. Industry experience is welcomed.

This PhD studentship offers the opportunity to contribute theoretical and empirical insights to the fields of accountability, governance, and prison reform, with the expectation of producing publishable working papers in internationally recognized journals.
