The scholarship covers full tuition, a monthly stipend (including housing allowance) of 144,000 yen, book allowance, medical and accident insurance, thesis allowance, and round-trip airfare between the scholar's home country and Japan. Successful applicants pay a reduced admissions fee, with partial reimbursement upon enrollment.

Eligibility requirements include citizenship in an ADB developing member country, a bachelor's degree or equivalent, at least two years of full-time work experience, proficiency in English, and being under 35 years old. Applicants must not hold dual citizenship of a developed country, must not be living, working, or studying outside their home country, and should not already possess a master's or PhD degree. Close relatives of ADB staff or consultants are ineligible. Preference is given to those with lesser financial capacity and female candidates.

Applicants must agree to return to their home country for at least two years after completing their studies at IUJ. The scholarship is awarded for one year and may be extended based on academic performance. Paid internships and part-time work are not permitted during the scholarship period.
