About this position

This project, based in the SUSTAIN unit, focuses on consumption-based footprinting of competitiveness policies and their environmental consequences. The successful PhD candidate will work within a collaborative cohort of doctoral researchers spanning social, economic, and environmental sciences, contributing to a broader research agenda on how Luxembourg can remain within fair planetary limits.

The research combines multiregional input-output (MRIO) analysis, demand-side modelling, scenario analysis, and micro-economic methods to quantify the environmental impacts of policy measures. The work includes a systematic review of existing MRIO projection methods and policy modelling approaches, development of a framework for prospective environmental impact assessment, and application to Luxembourg and the Greater Region under multiple beyond-growth and climate policy scenarios. Examples include carbon fee-and-dividend schemes, ICE phase-out, a 4-day workweek, housing construction codes, and mobility subsidies.

A major output of the project will be an open, modular, Python-based policy toolbox that can test individual and combined policy measures and estimate their environmental outcomes across relevant planetary boundary dimensions. The doctoral researcher will also publish in peer-reviewed journals, present at international conferences, and contribute to training activities, workshops, and stakeholder engagement.

Eligibility highlights: a master's degree or equivalent in a quantitative sustainability-related discipline; strong grounding in life cycle assessment, input-output economics, environmental accounting, or integrated assessment modelling; required MRIO/EEIO knowledge; excellent Python and data-handling skills; and fluency in English. A B2 English certificate is mandatory unless the master’s was fully taught in English. French, German, Luxembourgish, and other languages are welcome as assets.

Funding and conditions: full-time temporary PhD employment with a gross monthly salary of €3,435.81 paid over 13 months. Please note that university enrolment fees of €400 per semester must be covered by the candidate, and the master’s diploma must be recognized in Luxembourg.

Applicants must hold a master's degree or equivalent in a quantitative discipline relevant to environmental sustainability, such as industrial ecology, environmental engineering, environmental or ecological economics, data science applied to sustainability, or computational social science. A solid academic grounding in at least one of life cycle assessment, input-output economics, environmental accounting, or integrated assessment modelling is required. Strong Python programming skills are essential, and experience with data science workflows, large dataset handling, and reproducible research practices such as Git is highly valued. MRIO analysis and knowledge of environmentally-extended input-output (EEIO) models are required, and familiarity with EXIOBASE or FIGARO is an asset. Experience with prospective LCA or scenario-based sustainability modelling is an asset. Applicants should be able to translate complex policy questions into quantitative modelling frameworks, work independently and collaboratively in an interdisciplinary team, and demonstrate strong analytical and scientific writing skills. Fluency in English is mandatory, with a B2 English certificate required unless the master's degree was fully taught in English; French, German, Luxembourgish, or other languages are assets. The master diploma must be recognized in Luxembourg.
