About this position
University of Glasgow College of Social Sciences is advertising a funded PhD scholarship in European energy poverty governance, with a project titled Energy Divides in Europe: Mapping gaps in governing for transformative alleviation of energy poverty. The project sits in the School of Social and Political Sciences, within the Division of Urban Studies and Social Policy, and is linked to Professor Harriet Thomson’s ERC project Energy Divides in Europe: Closing Gaps in Understanding for Transformative Alleviation of Energy Poverty (EnCUENTA).
The research examines how energy poverty is understood and governed across local, national, and pan-European scales. It focuses on policy inaction, path dependency, political discourses, and the persistence of narrow indicators that may exclude vulnerable households from support. The project draws on political science, public policy, and comparative institutional analysis, and will involve document analysis plus around 15–20 interviews with policy stakeholders.
Supervision is led by Professor Harriet Thomson, with Dr Sergio Tirado Herrero (Autonomous University of Madrid) as secondary supervisor. The successful candidate will also have access to the Glasgow Centre for Sustainable Energy and the Centre for Public Policy.
This is a full-time +3 PhD scholarship for 3 years, commencing in January 2027. Funding includes a UKRI-rate maintenance stipend, fees at the standard home/international rate, and a Research Training Support Grant of up to £940 per year.
Eligibility highlights include a good Masters degree (or equivalent), a strong interest in the topic, full-time study only, good knowledge of policy science and public policy concepts, and experience with or willingness to learn semi-structured interviewing. Applicants must also meet the entry requirements for the Social & Public Policy PhD.
To apply, candidates must submit an application to the PhD in Social & Public Policy, list Professor Harriet Thomson as supervisor, use the specified project title, and include the scholarship funding label in the application. Required documents include the application form/research proposal, transcripts, degree certificates, two references, and a CV. Closing date: 30 September 2026.
