About this position
NTNU (Norwegian University of Science and Technology) is advertising a PhD Candidate in Political Science/Public Policy and Administration at the Department of Sociology and Political Science in Trondheim, Norway.
The project is titled Cybersecurity Governance in Critical Public Infrastructures. The PhD will investigate how sector-specific institutional contexts shape cybersecurity governance in critical public infrastructures, with possible focus on sectors such as energy, transport, education, or health. The project invites a comparative approach to understand why governance models differ and how administrative capacity, regulatory design, risk exposure, and public-private collaboration affect outcomes. Relevant theoretical perspectives include public administration, governance, and digital government studies.
This is a 4-year PhD position, including one year of teaching/promotion work. The candidate will join the active research group Public Policy and Administration and participate in an international research network in Public Administration & Management and Digital Government.
Eligibility highlights: applicants need a master's degree in Political Science or related social science/digitalisation-oriented programmes, a strong academic record, admission eligibility for NTNU’s doctoral programme in Social Science, and a project proposal of good quality. Experience with qualitative research is required, and quantitative statistical analysis skills are desirable when relevant. Strong English skills are required; Scandinavian language skills are an advantage.
Preferred profile: experience with interviews, qualitative coding and analysis (e.g. NVivo or Atlas.ti), rigorous qualitative research design, and interest in digital transformation/digital government or cybersecurity.
Funding: the position is salaried at NOK 550,800 gross per year (depending on qualifications and seniority) and includes working expenses funding for project implementation.
