About this position

PhD opportunity at the University of East Anglia in the School of Environmental Sciences with Dr Katie Jenkins.

This project, titled From climate information to climate action: Evaluating how climate information use shapes local adaptation decision making in English Local Authorities and opportunities for improvement, focuses on climate science, climate adaptation, environmental geography, and public-sector decision-making. The research asks how climate information, including hazard, risk, and adaptation data, is interpreted and used by Local Authorities, and how it influences organisational adaptation decisions.

The project will use a qualitative multi-method approach, combining documentary analysis of adaptation strategies, risk registers, and planning documents with semi-structured interviews with staff involved in adaptation decision-making. It will also draw on existing consultation survey data from national climate service providers. The work aims to identify how climate information is accessed and interpreted, where it enters decision processes, and how adaptation tools and outcomes can be improved.

The student will receive training in interview design, thematic coding, qualitative synthesis, and software such as NVivo. There are also opportunities through the Tyndall Early Career Network and engagement with the UK Met Office climate services team.

Eligibility: applicants should have at least a UK-equivalent Bachelors (Honours) 2:1, plus an understanding of climate science and/or UK adaptation policy, data collection and analysis skills, strong communication skills, and an interest in working with adaptation decision-makers. The English language requirement is IELTS 6.5 overall with 6.0 in each category.

Funding: Competition Funded PhD Project (Students Worldwide).

Location: Norwich, United Kingdom.

Start date: 1 October 2027.
