About this position

TU Delft (Delft University of Technology) is advertising a PhD position in Decision-making Under Uncertainty for Emerging Orphan and Breakthrough Medical Devices within the European COMPASS4MD project (Horizon Europe).

The project examines how regulators, notified bodies, patients, clinicians, manufacturers, and health technology assessment bodies decide when clinical evidence is sufficient for market access of innovative medical devices, especially when evidence is limited or uncertain. Research topics include medical device regulation, clinical evidence, benefit-risk assessment, regulatory decision-making, regulatory sandboxes, conditional market access, and post-market evidence generation.

The PhD will use a mixed-methods approach: reviewing regulatory documents and public opinions across Europe, interviewing professionals involved in device assessment, developing realistic case scenarios, and discussing them with stakeholders. The work is interdisciplinary and international, with collaboration across Europe and some travel likely.

Eligibility highlights include a relevant Master’s degree (for example in Health Sciences, Medicine, Health Policy, Healthcare Management, Public Policy, Innovation Sciences, Management of Technology, Technology Governance, Biomedical Engineering, or a related field), strong communication and organisational skills, research and writing experience, and excellent English. Dutch is an advantage but not required.

The position is based at the Faculty of Technology, Policy & Management at TU Delft in the Netherlands. The appointment is for 4 years in principle. Funding is EU-backed through COMPASS4MD, with a salary of €3204–€4051 gross per month plus holiday allowance and an end-of-year bonus.

Deadline: 29 October 2026. Apply online with a CV and motivational letter via the TU Delft careers portal.
