About this position
Utrecht University is offering a PhD position in Generative AI in Health Technology Assessment (HTA) within the Faculty of Science, Department of Pharmaceutical Sciences, in the Netherlands.
This project explores how generative AI (GenAI) can support the HTA lifecycle for medicines, from horizon scanning and early dialogue to initial assessment, real-world evidence generation, and reassessment. The research will examine where GenAI adds value, where it introduces risks, and how it can be translated into practical tools for HTA assessors.
Possible research topics include mapping current and anticipated GenAI use across HTA bodies, evaluating whether GenAI tools can reliably extract and analyse information from national and EU HTA reports, studying how GenAI may connect methodological needs with existing and emerging methods, and examining how technology developers use GenAI in HTA submissions.
The position is embedded in the Academic Research Network HTA, a collaboration between the National Health Care Institute (Zorginstituut Nederland), Erasmus University Rotterdam, and Utrecht University. The PhD candidate will work closely with policy officers at ZIN, academic experts at Utrecht University, and international experts in GenAI in healthcare. The role also includes contributing to HTA teaching for bachelor and master students.
Applicants should hold an MSc in pharmaceutical or (bio)medical sciences, health economics and/or HTA, epidemiology, data sciences, or a related field. Strong English communication skills are essential; Dutch is a strong advantage. Experience with qualitative and quantitative analysis tools such as NVivo, R, or SAS, and prior use of LLMs or other GenAI tools for data extraction and analysis, is considered a plus.

What's required
Applicants should have an MSc in pharmaceutical or (bio)medical sciences, health economics and/or HTA, epidemiology, data sciences, or another relevant field. They should be able and willing to learn and apply quantitative and qualitative methods within HTA, have an interest in cross-disciplinary work, and possess strong oral and written English skills; Dutch is a big advantage. The role also values independence, critical reflection, initiative, and responsibility. Experience with qualitative and quantitative data analysis tools (e.g. NVivo, R, SAS) and with GenAI/LLMs for data extraction and analysis is a plus.
