About this position

PhD fellowship in Street-level Bureaucracy of Regulatory Implementation for AI at the University of Copenhagen, Department of Computer Science, Human Centered Computing section.

This PhD project sits inside REGULAIRE (Regulatory Learning for the Governance of Transformative Technologies), a Marie Skłodowska-Curie Actions Doctoral Network with 15 doctoral candidates across 10 European universities. The project focuses on how EU digital regulation such as the AI Act (AIA) and Digital Services Act (DSA) is technically and organisationally implemented in SMEs developing AI-related technologies. The research is expected to use qualitative methods to study how developers translate regulatory guidance into product and service design, and to compare implementation strategies across sectors.

The position is embedded in a strong interdisciplinary environment in Human-Computer Interaction, Computer Supported Cooperative Work, Ubiquitous and Pervasive Computing, and related areas. The PhD student will join an international cohort, participate in summer schools, methods workshops, monthly paper seminars, and a planned three-month intersectoral secondment. Supervision is by Irina Shklovski and Naja Holten Møller at the University of Copenhagen, with collaboration from Joris Van Hoboken at the University of Amsterdam (Institute for Information Law).

Eligibility: MSc or equivalent in Computer Science, Data Science, HCI, Critical Data Studies, STS, Law and Policy, or a related field; strong English skills; publications and relevant work experience are an advantage. For the regular PhD route, applicants need a degree equivalent to a Danish Master’s degree in a relevant area. For the MSCA-funded route, applicants must satisfy the mobility rule (not more than 12 months in Denmark during the previous 3 years) and work full-time.

Funding and terms: Full-time PhD fellowship, on-site in Copenhagen, for up to 3 years. No stipend amount is stated in the post.

Deadline: 22 November 2026, 23:59 GMT+1. Apply through the university’s online portal and include a cover letter, research statement, CV, diplomas/transcripts, publication list if available, and three references.
